Two Florida counties, two very different permit profiles. This comparison uses recorded permits in Poach.rr's dataset, collected from public permit portals (source host: api.permit-stack.com), through August 2026. These are permits in our dataset, not every permit filed in either county, and August may be incomplete because some portals publish late.

Volume: Miami-Dade is larger

Miami-Dade County shows 9,533 roofing permits over the trailing 12 months, a monthly average of 794. Hillsborough County shows 8,502, a monthly average of 709. The gap is real but not huge. Hillsborough is closer to Miami-Dade than its city count might suggest.

Trend: one market has history, the other is newer in our data

Miami-Dade's trailing 12 months (9,533) sit slightly below the prior 12 (9,799), a change of -2.7%. That is close to flat. August 2026 recorded 984 permits, up 19% on the 827 in August 2025, but down 33% from July's 1,469. Because August is the latest month and may still be filling in, treat that drop as unconfirmed, not a trend. July was also the highest month in the 24-month window; the second half of 2025 ran well below it, and February 2026 was the low at 585.

Hillsborough's series in our dataset starts in November 2025 (318 permits), so we can only describe the recent shape. Monthly counts ran from 840 in December to 952 in January, 894 in February, then a March peak of 1,055 and 1,044 in April. They eased to 886 in May, 910 in June and 773 in July. August came in at 830, up 7.4% on July, though that figure may also grow as late filings arrive.

Seasonality: not enough to call

Miami-Dade's earlier year peaked in April 2025 at 964 and bottomed in the winter months, which is consistent with seasonality, but the July 2026 spike breaks that pattern and we cannot see why. Hillsborough has too short a history in our data to separate seasonality from ramp-up in coverage.

Concentration: where the permits sit

Miami-Dade is concentrated. The county-level label alone accounts for 5,263 permits (55.2%), followed by Miami Gardens (1,323, 13.9%), Coral Gables (1,302, 13.7%), Hialeah (912, 9.6%) and Miami Beach (431, 4.5%). Our data covers 8 cities.

Hillsborough is more spread out, with 17 cities. Tampa leads with 3,270 permits (38.5%), then Riverview (1,002, 11.8%), Brandon (768, 9%), Valrico (558, 6.6%) and Lutz (508, 6%).

Job values, job type and roof age

Miami-Dade has a median job value of $17,186, based on 6,234 permits that include a value. We have no comparable job-value figure for Hillsborough. What Hillsborough does show is job type: 80.5% of its roofing permits are classed as replacement and 0.5% as repair.

For Miami-Dade, we track roof age on 72,038 homes: 40,304 are under five years, 20,730 are five to 10 years, 6,238 are 10 to 15, 3,119 are 15 to 20 and 1,647 are over 20. Homes over 15 years make up 6.6% of that tracked group.

Solar activity

Hillsborough recorded 201 solar permits in August and 1,946 over the trailing 12 months, with 69 in July. Miami-Dade recorded 76 solar permits in August, down 32.1% from 112 a year earlier, and 1,001 over the trailing 12 months against 1,210 in the prior 12 (-17.3%). Miami-Dade's most active installers in our data are American Solar Installation Company (102 permits), Solar Dynamics (87) and Solar Volt (72).

Who each market suits

Miami-Dade suits contractors who want the larger recorded volume and a year-over-year record they can check, and who can work a concentrated map where unincorporated areas, Miami Gardens and Coral Gables supply most permits. Its recent solar numbers are lower than a year ago, so it is a roofing-first market in this data.

Hillsborough suits contractors who prefer volume spread across many towns, with Tampa, Riverview and Brandon as the main hubs, and who focus on replacement work. It also shows the stronger solar count in August. The shorter history means you should read its trend cautiously.

Methodology

Counts are residential roofing and solar building permits in Poach.rr's dataset for Miami-Dade County, FL and Hillsborough County, FL, collected from public permit portals (api.permit-stack.com). Coverage depends on which jurisdictions publish permits, so read the numbers as a consistent sample, not a census of every permit filed. Months where a source feed was incomplete are excluded from comparisons, and the latest month can rise as portals publish late filings. Data runs through August 2026; page generated October 7, 2026.
